Article 31 of the Russian Constitution provides that "the citizens of the Russian Federation shall have the right of peaceful assembly with no arms, as well as meetings, demonstrations and celebrations." When the constitution no longer effectively serves society, non-violent resistance is the duty of the people. Russia's constitutional mechanism has failed, and as holders of sovereignty, the people should come forward and demand comprehensive constitutional reform.
