One controversial point in Russian elections is that the head of the executive branch is in charge of the members of the electoral commission, leading to a lack of fair competition among candidates. We suggest the state set up an independent supranational human rights action and civil rights exercise committee in which half of its members are of different nationalities and nominated by the international human rights organizations.
