Duma Members from various parties have jointly proposed a new law under which the executive branch must provide a corresponding draft for the bill if it reaches the third reading. The amendment, if passed, is expected to arouse dissatisfaction in the executive branch.
To solve disputes between the executive and legislative branches the best solution is constitutional reform. The Cabinet should be made up of 12 ministries and ad hoc committees. The Prime Minister and Ministers are elected by the Committee Chairs of the national legislative body. 1/4 of the Members of the State Duma should face election each year, and the central government must be accountable to the Duma and to the public.
