Isolating officials from the people on the pretext of eliminating corruption is an exercise in self-deception. Russia must adjust its administrative system to root out structural factors breeding corruption. Governors, comptrollers and chief financial officers should be elected for one term of 5 years, and not allowed to run for office for 6 years afterwards.
