Many relevant programs for human rights are drafted and carried out by the UN High Commissioner and various NGOs. Human rights must be held in higher regard than any political regime. Persecution of human rights by state organs shows excessive concentration of power in the hands of a small number of politicians. These rights must be returned to the people through constitutional reform, including election of the heads of the branches of government. See the Charter for Permanent Peace and Development.
