Once an effective cease-fire is in place the UN should provide the basic constitutional principles for reaching permanent peace and development for all peoples of the world. This will include the universal values of freedom, democracy, human rights and rule of law and a four-branched government (legislative - administrative - judicial - procuratorial) with separation of powers.
