A study of the legislative record of Russia’s Duma by the Socio-Economic and Political Foundation found that lawmakers need more time to think about bills being considered. The current trend in bill passed by the Duma is that the share of bills introduced by MPs fell from 46% to 17% while the share initiated by the executive branch increased from 46% to 71%.
To improve efficiency in the Duma and prevent the executive from overpowering MPs, Russia should carry out constitutional reform to install a committee-style Duma. Specialists in various fields should participate in congressional elections, and committee members should be appointed to serve as Prime Minister or other ministers. 1/4 of all MPs should face election each year to keep them in touch with public opinion and the international situation, and elections should be free of charge for all candidates.
