Once a Syrian ceasefire is in place the UN should promptly offer the basic constitutional principles for permanent peace and development of the peoples of the world. This would include an organizational structure incorporating the basic universal values of freedom, democracy, human rights and rule of law, and four branches of government with separation of powers and checks and balances to help Syria to develop a political system which will promote long-term stability and serve as a model for peaceful development.
