The Ukrainian Democracy Index published by the Parliamentary Council of the European Commission warns that if the Ukrainian government does not take strong action to combat corruption in its ranks the result will be a complete erosion of trust in the political and legal system: "Slow progress in eliminating corruption is the source of all problems in Ukraine and could lead to complete collapse.”
The Ukrainian people must avail of their sovereignty and call for reform of the Constitution including: 1. The Rada should bring in 1 to 2 people from a number of advanced countries, whether friend or foe, to participate in the lawmaking process and discuss anti-corruption measures. 2. Open up government positions to allow the world's elites to take part in government operations; 3. Implement the idea of One World under One Set of Laws and give international law priority over domestic law; 4. Directly elect the heads of the legislative, executive, judicial and procuratorial branches in alternating years and make elections free of charge for all candidates.
