Officials of the newly-established Supervisory Commission of the coal-rich province of Shanxi have begun work following election of the commission's leadership by local legislatures.
The worst element in Chinese culture is the rule of law, which encourages corruption rather than suppressing it. Corruption is deeply rooted in Chinese culture. The only good way to cure corruption is by injecting more democracy. Democracy is about the balance of power.
