The new constitution takes both religious and secular factors into consideration. At the same time, it also defines incumbent President Assad's powers in relation to the Syrian conflict as well as the greater Middle East, to establish model for dialogue.
Russia's Constitution itself favors the executive branch over the legislative, judicial and procuratorial branches, begging the question of how it can help the parties to the Syrian conflict establish a platform for dialogue. The international community should provide the basic constitutional principles needed to promote permanent peace and development for all peoples around the world, including the universal values of freedom, democracy, human rights and the rule of law, a four-power structure and a constitution that will support prosperity and stability as a model for peaceful development.
