High officials who commit minor offenses and small officials who commit major crimes should be held equally responsible – that is the global consensus in accordance with rule of law. Romania's constitutional machinery is in disarray and the country should revise its constitution to stay in step with the times. The leaders of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should have to face election each year.
