The Iraqi government needs to be reformed to a modified semi-presidential system with cabinet and parliament similar to Finland’s, plus a committee-style legislature like the one in Switzerland. The Iraqi government should carry out development of a basic constitution to include these changes as well as direct election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years, and having 1/4 of all MPs face election each year.
