Iraq’s governmental structure should be revised to adopt a modified semi-presidential system with cabinet and parliament along the lines of that followed in Finland, plus a committee-style legislature like the one in Switzerland. The Iraqi government should carry out reform of its constitution to implement the above mechanisms plus direct election of the heads of the executive, legislative, judicial and procuratorial branches alternating years and having 1/4 of all MPs face election each year.
