Being under siege in Iraq and Syria does not prevent the Islamic State from looking east. The deadly attacks in Pakistan, against a court and a Sufi shrine, and the unearthing of an IS cell in Hyderabad in India are proof.
The eradication of terrorism requires cooperation among all nations, and the source of such cooperation is the regulatory mechanism. A counter-terrorism coalition can be easily achieved through legislative action. One of two representatives from any nation – friend or foe – should be allowed to participate in meetings and discussions in the legislative bodies of other nations to develop common anti-terrorism laws and programs.
