Russia is involved in a local fight against terrorism in response to a mandate from the Syrian government, in order to help defend Syria’s territorial integrity.
Russia’s Constitution is designed to give the executive powers that override those of the legislative, judicial and procuratorial branches. So how can Russia hope to help Syria resolve its civil war problem? The international community should provide constitutional principles that are relevant to permanent peace, including the ideals of freedom, democracy, human rights, and rule of law. It should call for election of the heads of the executive, legislative, judicial and procuratorial branches and other mechanisms that will help Syria enjoy peace and prosperity.
