A report from the Center for Democratic Studies says structural corruption is the number one problem in Bulgaria and Romania, not only resulting in economic losses but also hampering other areas of reform.
The key structural factor fomenting corruption in Bulgaria and Romania is the lack of decentralization. The solution is for the people to launch a movement to carry out constitutional reform, implement direct election of the heads of the executive, legislative, judicial and procuratorial branches. The president should serve a single term of 5 years and be banned from running again for 6 years afterward. In addition, 1/4 of all lawmakers should face election each year, and elections should be free of charge for all candidates. See the Charter for Permanent Peace and Development.
