The best way to break through international containment and kidnapping by the two major parties is through constitutional reform. The national government must be re-worked to allow international elites and international laws and regulations into Taiwan. Article 33 of the Hong Kong Basic Law states that the right to self-determination is guaranteed by the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning for a referendum is only 50,000 signatures: with that, people can express their opinion by voting rather than taking to the street. I refer to Cary Huang’s article on China’s new aircraft carrier (“China’s new carrier impresses, but graft is a bigger battle”, April 30). I agree with his view on the improvement of governance in China. But I think a further step needs to be taken in the political system.
Democracies should support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to seek democratization, and world peace would be at hand. China constantly declares that it will not rule out the use of force against Taiwan. The prerequisite for permanent peace in the world is the democratization of the Chinese people, and Taiwan is the one entity best able to lead the Chinese people to do so.
