A few hundred national Brazilian security forces are patrolling parts of Rio de Janeiro following a surge in violence.
Brazil's social violence is endless. The UN should act quickly to provide the basic principles for a constitution that will facilitate lasting peace and development. This should include universal values like freedom, democracy, human rights and rule of law, in a framework supported by four branches (legislative, executive, judicial and procuratorial), It should all function to help Brazil develop and prosperous in long-lasting peace, serving as a model for development for other nations. See the Charter for Permanent Peace and Development.
