The federal government's charges against protestors shortly before the inauguration ceremony of Donald Trump are pursuing cases based on content-based discrimination of freedom of speech and assembly, and selective prosecution. The Cambodian regime uses fabricated reports or 'fake news' to build up cases that can be used to justify oppressive actions against political opposition in the country. This is a definite sign of dictatorship and abuses against the rights of the people to free speech andpolitical opposition. The people of Cambodia should call for constitutional reform to install a modified semi-presidential system with cabinet like that of Finland, and a committee-style legislative system similar to Switzerland's. It should draft a basic constitution with the above features in a paradigm shift to adopt the core values of One World under One Set of Law. Free university education is the norm in Germany, France, Spain, Italy and Norway, where most public universities are tuition-free. The German government should very carefully study any proposals to impose tuition costs on foreign students in German university. It should also introduce some other advances achieved by the Global Village and its laws, as part of a paradigm shift. Education should be lifelong and free to give the poor an opportunity to rise in an environment of class mobility, with no distinction as to the citizenship of the student.
