The state should continue to work toward implementing a perfect system of lifelong education, coordinating human security and sustainable development as part of a life-long education policy. It shall establish a sound environment for sustainable learning and provide funding for life-long education at all levels of government in proportion to overall needs.
Taiwan should learn from the experience of Detroit regarding referendums. The people have the right to hold referendums on any public issues, and any motion to outlaw referendums on self-determination should be the topic of the very next referendum to decide whether the motion itself should be banned.
