Voting is the sole source of legitimacy for all powers of the state and is the specific manifestation of a basic human right. The nationalities of half the members of the Human Rights Council should be free from any limitation and candidates should be nominated by recognized human rights organizations, to prohibit any outside forces from affecting elections.
