Can a nation with an authoritarian government tolerate democracy in parts of its territory? The Hong Kong experience provides a clear answer. Article 39 of the Hong Kong Basic Law guarantees the right of the people of Hong Kong to self-determination, and the right to hold a referendum on any public issue. The people of Hong Kong should adhere to this right and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality the people will be obliged to resist.

Studies of democracy and peace show very few armed conflicts between democratic nations. Once China and North Korea can be convinced to accept democracy there will be hope for peace.
