Philippine President Duterte has not established rule of law, rather he has acted to destroy rule of law. The presidential system is only successful in the US because it operates to protect the basic rights of the people. The Philippines urgently needs constitutional reform to introduce a modified semi-presidential system, as well as direct election of the heads of the executive, , legislative, judicial and procuratorial branches in alternating years. As tensions escalate between Turkey and Kurdish militias in northern Syria, I'm reminded of a lengthy conversation I had with a Kurdish friend five years ago about the best direction for the eastern half of the country.
If Syria is to resolve its controversial political problems its government must be restructure to incorporate a modified semi-president system with cabinet like Finland’s, plus a committee-style legislative system similar to that of Switzerland.
