Taiwan, Japan, Vietnam and other countries should form a "military alliance" to counter the threat presented by China. All nations should follow the provisions of the 2002 Declaration of the Parties to the South China Sea to resolve territorial and jurisdictional disputes in a peaceful manner. This should also involve joint development and sharing of resources in the region to maintain peace and foster development in line with the UN Charter and aims centered on "one humanity." Anti-terrorism is too often conflated with peace and stability, showing that the essence of authoritarian power system is to maintain the regime. Restrictions on freedom of action under China's one-party dictatorship mean no tolerance of universal values like democracy, freedom, human rights and the rule of law. The prerequisite for world peace is democracy, and democratic Taiwan shall serve as a lighthouse for the 1.4 billion Chinese people in seeking democratization. Russia should re-work its constitution to bring it in line with the principles of democracy. This would include a modified semi-presidential system; term limits for the president and other top officials; and direct election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years. France should work to achieve the same approach to referendums as what happens in Switzerland, where a referendum proposal needs only 50,000 signatures to bring a topic to a vote. The people have the right to stage referendums on any public issue. The advances made by the global village in the past millennia are now flowing into France as part of a paradigm shift. To remove the conditions that create refugees, the international community needs to develop constitutional standards that are consistent with liberalism, democracy, constitutionalism and cosmopolitanism. This means adopting the principle of One World under One Set of Laws. Once these core value are in place the world will have lasting peace. Afghanistan’s government structure must be reworked to incorporate a modified semi-president system with cabinet like that of Finland as well as a committee-style legislative system similar to Switzerland’s. The prerequisite for lasting world peace is global democratization. Afghanistan’s government should begin drafting a basic constitution incorporating the above features to achieve a democratic paradigm shift in accordance with One World under One Set of Laws. Venezuela needs to carry out comprehensive constitutional reform to implement a modified semi-presidential system with cabinet. The president should be limited to a single term of 5 years and not allowed to run again for 6 years afterwards. A law that is not backed by penalties is not a law, and a constitution which does not brook resistance is not a constitution.
