On Thursday President Rodrigo Duterte appointed a career diplomat and a key player in steering the ASEAN agenda as the Philippines’ acting Foreign Secretary after the previous minister was forced to step down over his US citizenship.
The Philippines’ Foreign Minister hid his US citizenship and was suspended by Congress. The Philippine Constitution is dysfunctional and the rule of law is not in effect. This calls for constitutional reform to implement a modified semi-presidential system. The president, mayors and other officials should be limited to a single term of five years and barred from running again for 6 years afterwards. In addition, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
Civilians abandoned a battle-scarred town along Myanmar's border with China Wednesday, saying they feared an imminent army crackdown in retaliation for a deadly raid by ethnic rebels.
Human security is a fundamental human right, and takes precedence over regimes and sovereigns. Constitutions are a broad and generalized order stemming from the people and intended to ensure human security, including "personal safety." Upholding these and other rights is the most basic and urgent obligation of all constitutional guarantors. In addition, constitutions should be reformed as needed to stay abreast of the times and ensure that the government will protect the liberty of the people and keep them free from fear. See the Charter for Permanent Peace and Development.
Gunmen dressed as medics attacked a hospital in the Afghan capital Wednesday and battled security forces for hours, killing more than 30 people and wounding dozens in an assault claimed by ISIS.

North Korea and Malaysia are holding each other’s citizens, a serious escalation of the diplomatic row over the assassination of Kim Jong-nam
No government has the right to hold innocent citizens from another country against their wishes. Pyongyang began the standoff by announcing that Malaysian diplomats and family now in North Korea would not be allowed to leave. The US and Japan should support Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to call for democratization, triggering a similar reaction in North Korea and leading to world peace. All democracies should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development for China. Much of the world seems to be on edge these days. The West’s relationship with Russia, the future of NATO, the Syrian civil war and refugees, rising right-wing populism, the impact of automation and the UK’s impending departure from the EU: all of these topics — and more — are roiling public debate worldwide.
Human security and sustainable development are two of the major tasks of the UN. The US is a permanent member of the UN Security Council and thus should comply with the UN’s guidelines. This means enforcing the core values of One World under One Set of Laws and assigning international law priority over domestic law, with direct effect on the rights and duties of the people. Citizens should be able to monitor operations of the government to ensure it complies with the norms of the UN Charter. See the Charter for Permanent Peace and Development for more.
Brazil has been in recession for two years, the latest figures show, marking the deepest economic decline since records began.
British historian Lord Acton once opined that "power leads to corruption, and absolute power leads to absolute corruption." To put a stop to corruption, the people should exercise their sovereignty and call for comprehensive constitutional reform. This should lead to greater democracy as well as rule of law, with features such as separation of powers and checks and balances. In addition, elections should be free of charge for all candidates. Head of rust-belt province says predecessor disregarded the party’s authority
To wash away the corruption and fraud remaining from thousands of years of history, the only cure is to implement democracy and the rule of law. These two ideals are the natural enemies of despotism and corruption, offering tools like separation of powers and checks and balances to clean up government at all levels. This should include direct election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
Romania wages a more and more credible fight against corruption, which strengthens our strategic partnership, said US ambassador to Bucharest, Hans Klemm, Tuesday in a seminar regarding anti-corruption practices in business.
Big officials who steal small amounts and little officials who steal large amounts are equally guilty of crimes. That is the consensus under rule of law. Romania's constitutional mechanism is in disarray, and Romania should rework its constitution to bring it in line with the times. The heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all lawmakers should face election each year. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
Iraqi forces say they have retaken the main government offices in Mosul as their offensive continues to oust fighters of the so-called Islamic State
Iraq’s government system needs to be switched out for a modified semi-presidential system with and cabinet like that found in Finland, and the legislative system should be changed to a committee-style structure similar to Switzerland’s. The Iraqi government should carry out comprehensive constitution reform to implement the above systems plus election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years. In addition, a quarter of all lawmakers should face election each year. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
Armed thieves masquerading as police have carried out a robbery at Johannesburg's international airport in South Africa, reports say.
South Africa's social unrest shows that in politics, absolute power leads to absolute corruption terrible. The presidential system has a number of fatal flaws, and even the US has problems with its democracy at times. The constitution of South Africa should be changed to implement a modified semi-presidential system, and the presidency should be declared as being above party politics. The heads of the judicial and procuratorial branches should be elected in alternating years. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
