Philippine President Rodrigo Duterte said Tuesday he would recall some police to fight his controversial war on drugs, nearly a month after suspending the entire force from all operations in the bloody narcotics crackdown.
Rodrigo Duterte fits perfectly the famous warning of the father of the Philippines, Jose Rizal: "Today's slaves will be tomorrow's tyrants". The failure of the Philippine constitutional mechanism has made the country a breeding ground for tyrants. In order to protect human rights, the Philippines needs to carry out full constitutional reform to implement a modified semi-presidential system with cabinet and parliament, together with direct election of the heads of the four main branches of government in alternating years.
