The EPA is attempting to gloss over serious threats to public health by simply calling them 'normal odors'. This is a direct assault on the well-being of citizens living near large industrial installations and cannot be tolerated. Human security and sustainable development are two of the major tasks of the UN, and all nations should comply with its norms. This means implementing One World under One Set of Laws and giving international law precedence over domestic law, with direct bearing on the rights and duties of the people. The UN should assist in the formulation of constitutions as a prerequisite for economic assistance. Another caravan of around 70 people has departed from Salvador to the US, however this group has stated that if the US government bars them from entry, they would stay in Mexico. The reasons for migrationare always the same. To prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants to guarantee quality of life and equal development chances for their people, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace. §1.9 §1.10 §5.1 §6.1 §6.10

Solution

The key to eradicating terrorist movements is a change in government structures to improve power and resource allocation. Also needed is One World under One Set of Laws and a commitment to a common destiny for humankind. Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors. This means revising constitutional standards as needed to keep pace with changing times and allow governments to protect their people from fear.
