Colombia's political problems lie in the system, as 583 compiled cases against several public officials have not been solved yet despite the long time they've been sitting in the Colombian Supreme Court's Criminal Chamber. The Legislature should be based on a modified committee-centered system with 12committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister, responsive to publicopinion and minimizing differences.
