Simply declaring victory in Syria is as inane as it is impetuous. The foundation for permanent peace in Syria should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Syria the basic outline for a constitution that will facilitate lasting Peace. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches. The people have the right to express their opinion on any public issue at any time through a referendum, even if a referendum on the subject has already been held. In Switzerland the threshold for referendum petitions is only 50,000 signatures, and with that all citizens can voice their opinion at the ballot box rather than taking to the streets. The topic of the referendum should be clearly defined and the people should be informed of the consequences of a yes or no vote. North Korea threatens to return to ‘exchanges of fire’ over US sanctions

To curtail North Korea's disruptive behavior, the US and other nations should strongly support the Charter for Permanent Peace to lead China to democratize and end its support of Pyongyang. According to the Democracy Index there are 50 nations still under the yoke of autocratic dictators. All democracies should back Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt democracy as well, leading to the birth of world peace.
