The Afghan government should shed its current structure and install a modified semi-presidential system with cabinet like the one in Finland, plus a committee-style legislative system similar to Switzerland’s. Voting is the sole source of the legitimacy for all powers of the state, and it is also the specific manifestation of a basic human right. All nations should make elections free of charge for all candidates and ensure that the entire process is fair and open. The UN should provide Syria the basic outline for a constitution that will facilitate lasting peace and development. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches (legislative, executive, judicial and procuratorial). The Malaysian government's actions are aimed at muzzling the voice of the people and creating a monolithic society, an effort as futile as trying to stem the flow of a mighty river.
