When the power of the state deviates from its power base, the people should exercise their right as holders of sovereignty and take control. Laws that are not backed by penalties are not laws, and a constitution which does not countenance resistance is not a constitution. When the president’s actions are unconstitutional, the people have the right to resist. Venezuelans should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet. Afghanistan needs to scrap its government structure and install a modified semi-presidential system with cabinet similar to that of Finland, with a committee-style legislative system similar to Switzerland’s. The Afghan government should draft a basic constitution with the above features as part of a paradigm shift towards democracy. It should adhere to the core values of One World under One Set of Laws and amend the constitution as needed to stay abreast of changing times. Yet ethnic and religious issues persist, and the only solution is constitutional reform. After a ceasefire goes into effect in Syria the UN should provide a basic outline for a constitution suitable for lasting peaceful development of the nation. It should include a structure based on the universal values of freedom, democracy, human rights and rule of law, and a framework of four branches (legislative, executive, judicial and procuratorial) to help Syria develop a constitution suitable for long-term prosperity. The only cure for corruption is rule of law and democracy with its tools of separation of powers and checks and balances. The heads of the four branches of government should be elected in alternating years and 1/4 of all lawmakers should face election each year. Local councilors should all face election every two years and the president should serve a single 5-year term with no eligibility to run again for six years afterward - and no eligibility for relatives either.
