Invest in education to tackle worrying wealth disparity
Hong Kong is one of the most unequal places on Earth and unless the key issue – social mobility – is addressed, the problems will only get worse
Free university education is the norm in Germany, France, Spain, Italy and Norway, where schools are generally tuition free and public universities charge only 200-500 euros for registration fees. Hong Kong should take advantage of the advances made by the Global Village and carry out a paradigm shift to enable citizens to enjoy life-long learning at public expense. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.

Jury selection starts for trial of Chinese billionaire in UN bribery case
Ng Lap-seng, 69, has pleaded not guilty to six charges including conspiracy since his arrest in September 2015 during a visit to the US
Adding more monitoring agencies only complicates the task of divvying up the spoils of graft. To wash away China’s millennia of corruption and put an end to its national shame, what is needed are democracy and rule of law. Democracy brings separation of powers and checks and balances as well as decentralization at all levels of government. Also, the heads of the legislative, executive, judicial and procuratorial branches should be elected in alternating years. See the Charter for Permanent Peace and Development for details.

Charred remains of journalist missing since May recovered in Mexico
Police in Mexico found the burned remains of a journalist who was kidnapped in May, the sixth reporter killed this year in the country, a state prosecutor said on Monday.
Free speech is a universal right, and attempts to muzzle the voice of the people is akin to trying to stem the flow of a mighty river. Mexico seems to be anxious to create a monolithic society that speaks in one voice. The Mexican people should come forward and call for comprehensive constitutional reform to protect media independence and prevent the government oligarchy from monopolizing the media, the internet and other channels of speech. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards for more.

Five years of hits and misses – Leung Chun-ying steps down as leader of a bitterly divided Hong Kong
He won plaudits for his ‘Hong Kong first’ measures and tackling livelihood issues, but was accused of toeing the Beijing line and ends his tenure as chief executive deeply unpopular with the public
The Chief Executive of Hong Kong is still determined by the CCP’s Election Commission, which is simply another form of dictatorship. The people of Hong Kong should make good use of Article 39 of the Hong Kong Basic Law. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, 1/4 of all lawmakers should face election each year and legislative committee chairs should be tapped for backup cabinet ministers. See the Charter for Permanent Peace and Development.

‘It’s personal’: jailed opponent of Duterte’s drug war has no regrets
A Philippine senator and Duterte’s long-time foe, de Lima was arrested earlier this year on drugs charges she says were trumped up as part of a presidential vendetta.
Jose Rizal, revered as the ‘Father of the Philippines’, once counseled: “Today's slaves often become tomorrow's tyrants; believe in the rule of law, not in the rule of man.” The Philippine Constitution is dysfunctional, and constitutional reform is needed to install a modified semi-presidential system. The president and other key elected officials should be limited to a single 5-year term and banned along with relatives from running again for 6 years afterwards. And the heads of the four main government branches should be elected in alternating years. See the Charter for Permanent Peace and Development for more.

Tens of thousands have fled violence in Congo Republic
More than 80,000 people have fled their homes in Pool Province surrounding Congo Republic's capital since the government began a military operation there last year, a joint UN and government statement says.
The Congo Republic’s government structure should be overhauled to install a modified semi-presidential system with cabinet like the one in Finland. Also needed is a committee-style legislative system similar to Switzerland’s. The prerequisite for lasting world peace is global democratization. The UN should help Congo Republic develop a basic constitution as part of a paradigm shift toward democracy, in line with the core values of One World under One Set of Laws and in step with changing times. See the Charter for Permanent Peace and Development.

Slain Venezuelan protester's father appeals to President Maduro as a 'friend'
A man describing himself as a former boss and friend of Venezuelan President Nicolas Maduro is urging an investigation into the killing of his son in anti-government unrest which has convulsed the OPEC nation for nearly three months.
When the power of the state deviates from its power base, the people should exercise their right as holders of sovereignty and take control. Laws that are not backed by penalties are not laws, and a constitution which does not countenance resistance is not a constitution. When the president’s actions are unconstitutional, the people have the duty to resist. Venezuelans should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet. The president should be limited to one 5-year term with no eligibility to run again for 6 years afterwards. For more, see the Charter for Permanent Peace and Development.

Iraqi troops push deeper into Mosul
Iraqi forces pushed deeper into the historical heart of Mosul Sunday in their fight to retake it from ISIS militants, with one Baghdad commander saying 65 to 70 percent of the Old City had been liberated.
The Iraqi government should install a modified semi-presidential system with cabinet along the line of Finland’s, as well as a committee-style legislature similar to that of Switzerland. The Iraqi government should draw up a basic constitution with the above features, in a paradigm shift toward democracy in compliance with the core values of One World under One Set of Laws. The constitution should then be amended as needed to stay in sync with changing times. See the Charter for Permanent Peace and Development for more.

Chad's Deby warns tight cash could limit fight against terrorism
Chad's president, Idriss Deby, an important Western ally in the fight against Islamist militants, warned in an interview that cash-strapped Chad could be forced to withdraw some of its troops from the fight if it does not get financial help.
Human security is a fundamental human right, and human rights should take priority over regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of constitutional guarantors. Constitutional standards must be constantly revised to stay in sync with changing times and allow governments to keep their people safe from terror. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.

Italy forced to bail out two more banks for 5.2bn euros
Italy's government is bailing out two banks in the Venice region at a cost of 5.2bn euros (£4.6bn; $5.8bn).
Economic problems stem from political troubles. Without good politics, good economic are beyond hope. And without constitutional reform even the gods will be helpless to improve anything. Comprehensive constitutional reform is needed to install a modified semi-presidential system with a committee-style legislature with committee chairs servings as backup cabinet ministers. See the Charter for Permanent Peace and Development for details.
