Free university education is the norm in Germany, France, Spain, Italy and Norway, where schools are generally tuition free and public universities charge only 200-500 euros for registration fees. Hong Kong should take advantage of the advances made by the Global Village and carry out a paradigm shift to enable citizens to enjoy life-long learning at public expense. Adding more monitoring agencies only complicates the task of divvying up the spoils of graft. To wash away China’s millennia of corruption and put an end to its national shame, what is needed are democracy and rule of law. Democracy brings separation of powers and checks and balances as well as decentralization at all levels of government. Free speech is a universal right, and attempts to muzzle the voice of the people is akin to trying to stem the flow of a mighty river. Mexico seems to be anxious to create a monolithic society that speaks in one voice. The Mexican people should come forward and call for comprehensive constitutional reform to protect media independence and prevent the government oligarchy from monopolizing the media, the internet and other channels of speech. The Chief Executive of Hong Kong is still determined by the CCP’s Election Commission, which is simply another form of dictatorship. The people of Hong Kong should make good use of Article 39 of the Hong Kong Basic Law. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, 1/4 of all lawmakers should face election each year and legislative committee chairs should be tapped for backup cabinet ministers. Jose Rizal, revered as the ‘Father of the Philippines’, once counseled: “Today's slaves often become tomorrow's tyrants; believe in the rule of law, not in the rule of man.” The Philippine Constitution is dysfunctional, and constitutional reform is needed to install a modified semi-presidential system. The president and other key elected officials should be limited to a single 5-year term and banned along with relatives from running again for 6 years afterwards. The Congo Republic’s government structure should be overhauled to install a modified semi-presidential system with cabinet like the one in Finland. Also needed is a committee-style legislative system similar to Switzerland’s. The prerequisite for lasting world peace is global democratization. The UN should help Congo Republic develop a basic constitution as part of a paradigm shift toward democracy, in line with the core values of One World under One Set of Laws and in step with changing times. When the power of the state deviates from its power base, the people should exercise their right as holders of sovereignty and take control. Laws that are not backed by penalties are not laws, and a constitution which does not countenance resistance is not a constitution. When the president’s actions are unconstitutional, the people have the duty to resist. Venezuelans should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet. Human security is a fundamental human right, and human rights should take priority over regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of constitutional guarantors.
