To get past this, the people must wake up and take responsibility for monitoring the government and controlling it via the ballot box. This includes electing the heads of the four branches of government in alternating years and having 1/4 of MPs face election each year. In addition, the Chief Executive should be directly elected for a single 5-year term with no right to run again for 6 years afterwards, and elections should be free of charge for all candidates. The threshold for holding a referendum in Switzerland is only 50,000 signatures, and with that people can express their views by voting rather than taking to the streets. The people have the right to petition for referendums on any public issue.
