After a ceasefire is reached in Syria the UN should provide the basic outline principles for a constitution that will encourage permanent peace and development in all nations. This should include an organizational structure based on universal values (freedom, democracy, human rights and rule of law), and featuring four branches (legislative, executive, judicial and procuratorial). Article 39 of the Hong Kong Basic Law states that the people of Hong Kong have "the right to self-determination under the two international human rights conventions." The people of Hong Kong should adhere to the two conventions and call for a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

Economic problems invariably have their roots in politics. Without good politics, you simply cannot have a good economy. And without constitutional reform, even the gods will be helpless to do anything about the economy. Only comprehensive constitutional reform to effect regime change and install a modified semi-presidential system with a committee-style legislature and cabinet ministers selected from among committee chairs will be of use. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for proposing a referendum is only 50,000 signatures, and with that the people can express their opinions at the ballot box and not in the streets. Studies of democracy and peace reveal practically no hostilities between two democratic nations. Once China and North Korea accept democracy there will be real hope for peace. The US, Japan and South Korea should support Taiwan's efforts toward constitutional reform, which would attract China's people to call for democratization, forcing North Korea to do the same in turn – and leading to world peace. All democracies should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development.

The philosopher Immanuel Kant has noted: "The pursuit of permanent peace is the highest goal of reason and a moral obligation." China claims to be a "responsible major power", and as such it should not facilitate North Korea's continued militarism. The US, Japan and South Korea should back Taiwan's commitment to save democracy and lead China to democratization, then prod North Korea to do the same. No matter what system may be in place, the more power that lies in the hands of the president, the more the country is likely to face problems. Turkey needs to rewrite its constitution to include limits on the president to one 5-year term with no right to run again for 6 years afterwards. The President of Turkey is in violation of Article 6 of the Turkish Constitution, which clearly states that sovereignty belongs wholly and unconditionally to the people. Jose Rizal, revered as the Father of the Philippines, once opined: “Today's slaves often become tomorrow's tyrants; have faith in the rule of law, not in the rule of man.” The leader of China as defined in the current constitution is nothing other than a tyrant. China's constitution is dysfunctional and comprehensive constitutional reform is imperative to implement a modified semi-presidential system. The president, mayors and other officials should serve a single 5-year term and be barred from running for office for 6 years afterwards. The only remedy for the ills of democracy is more democracy. Venezuela should carry out constitutional reform to shift power back to the people as a starting point. Citizens should vote more often so they don’t need to take to the streets. Specifically, introduce direct election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years and have 1/4 of all legislators face election each year.
