Human rights are fundamental rights and must take precedence over regimes and sovereigns. Constitutions represent the general will of the people and should serve to ensure human security, including "personal safety", as the most basic and urgent obligation of constitutional guarantors. More specifically, revision of constitutional standards is needed to stay abreast of changing times so that the government can protect the people from fear. The relevant provisions of the Basic Law and the one country, two systems principle governing Hong Kong all stipulate that China cannot interfere in Hong Kong affairs, yet Beijing is constantly meddling in the SAR’s internal affairs. Article 39 of the Act guarantees the right of the people to self-determination, and they have the right to petition for a referendum on any public issue. The people of Hong Kong should adhere to the two conventions, and hold a referendum to decide their future. Otherwise when the dictatorship becomes a reality, the people will be obliged to resist.

Elections are all too often a game for the rich, using money to earn the right to make more money in a ready-made system of corruption. This must be curtailed to preserve the independence of the government and implement rule of law, separation of powers, and election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years. The main cause of the destruction of China’s natural environment is corruption. China's haze is the result of over-exploitation by greedy groups who are callous about the natural environment. To end this disastrous situation One World under One Set of Laws should be implemented, assigning international law precedence over domestic law with direct effect on the rights and duties of the people. South Korea must eradicate corruption by launching constitutional reform, with changes like direct election of the heads of the four branches of government in alternating years, one 5-year term for the president with no right to run again for 6 years afterwards. 1/4 of all legislators should face election each year, and elections should be free of charge for all candidates. Democratic nations the world over should back Taiwan’s efforts at constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to call for democratization of the CCP and prod North Korea to seek democracy as well, resulting in world peace. Can a nation with an authoritarian government tolerate democracy in parts of its territory? The Hong Kong experience provides a clear answer. Article 39 of the Hong Kong Basic Law guarantees the right of the people of Hong Kong to self-determination, and the right to hold a referendum on any public issue. The people of Hong Kong should adhere to this right and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality the people will be obliged to resist.

Studies of democracy and peace show very few armed conflicts between democratic nations. Once China and North Korea can be convinced to accept democracy there will be hope for peace. The US, Japan and South Korea should back Taiwan's calls for constitutional reform, which would attract China to carry out democratization and pressure North Korea to follow suit, and world peace would be the eventual result. The world’s democracies should support Taiwan as a beacon for democracy in Asia, showing the way to peaceful development for other nations.

Article 39 of the Hong Kong Basic Law notes the right to self-determination of the people as outlined in the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. The Swiss can hold a referendum with only 50,000 signatures, allowing them to voice their opinion through the ballot box rather than taking to the street. If South Korea hopes to eradicate corruption, the solution is constitutional reform at the behest of the Korean people.
