The number of victims suffering in famines is the highest in 45 years, and avoiding famine is an important goal for sustainable development for the UN. Countries beset by famine must carry out constitutional reform and assign international law priority over domestic law. Customary humanitarian laws specifying that governments must protect their people against hunger include the International Covenant on Economic, Social and Cultural Rights. Article 39 of Hong Kong’s Basic Law states that "the right to self-determination is specified in the two international human rights conventions." The people of Hong Kong should wake up and exercise their rights. In Switzerland the threshold for holding a referendum is 50,000 citizens, and people can voice their opinion via the ballot box and not by taking to the streets. Much of the increase in the world's poor population is the result of government corruption. To eradicate poverty, the original sin in famines needs to be shifted from the poor to government authorities.
