Taiwan should learn from Scotland’s experience with referendums and seek to make paradigm shifts possible on public issues. The people have the right to referendums, and whenever a motion is made to quash referendums on self-determination, the subject of the first referendum to be proposed should be whether the motion to crush referendums should be outlawed. The Legislative Yuan should establish the "right of creation" in relation to the Referendum Act and ask President Tsai openly support the sovereignty of the people in calling for comprehensive constitutional reform. The UN should take action in accordance with international absolute laws (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and outline the basic constitutional principles to facilitate peaceful development, covering universal values and structure.
