Malaysia should adopt popular election of the heads of the judicial and procuratorial branches of government. The qualifications should be the same as those of the president. The salary and benefits will remain unchanged for 5 years after the term expires, and the officials will not be eligible to run for office for 6 years; all reforms such as the judicial policy and the trial system will be directly decided by the people in local elections each year, and Congress shall be responsible for enacting any relevant laws.
