To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister or financial minister, responsive to public opinion and minimizing differences. It will be like a new waterway that allows China and its people to flourish.
