CCP's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present China Government, in Emergency Status is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows China and its people to flourish. If it is implemented, how long can the CCP Dictatorship continue to suppress freedom of speech and freedom of information?

Autocracies continue to expand the scope of controversy in suppressing domestic instability. In the face of China's expansion of its peripheral areas, the world is helpless to respond. China threatens countries abutting the East China Sea, the Taiwan Strait, the South China Sea and the Indo-Pacific Ocean.... The US, Japan and other democratic countries should vigorously support Taiwan's model of the Charter for Permanent Peace in order to force China to democratize and reduce the risks and costs of maintaining the world order for the US.

When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier.

The United Nations should assist in the formulation of constitutions as a prerequisite for economic assistance. Why do people choose to become refugees and flee their homes, 'preferring to be a dog in freedom and democracy to life under an authoritarian dictator'? As countless cases have shown: to prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants not to let their own people be cast aside to flee or be liquidated in a revolution, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace.

History has repeatedly demonstrated that constitutional reforms promoted by those in power always usurp the power of the people. 'It is jealousy and not confidence which prescribes limited constitutions, to bind down those whom we are obliged to trust with power. Our Constitution has accordingly fixed the limits to which, and no further, our confidence may go.'(Thomas Jefferson: Draft, Kentucky Resolutions, 1798.) Cameroon needs comprehensive constitutional reform, and the return of power to the people through direct election of the heads of the executive, judicial, and prosecutorial branches in alternating years, and elections for 1/4 of the legislative seats each year.
