The government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force the heads of the judicial and the Prosecution branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates. Those in power should be responsible to the source of their power. A governor (local leader) is elected by the people and serves for 5 years, and cannot stand for election again for 6 years after leaving office. House members serve two-year terms, and the speaker's term of office is limited to one session. After this term he/she may not serve again. Candidates in a race must register 6 months in advance. All local electronic media shall offer free time to all candidates, at least 60 minutes a week. The cure for the ailments of democracy is more democracy (John Dewey). Publicly-elected representatives must be closely aware of public opinion. 1/4 of all lawmakers should face election each year, and local councilors should serve terms of two years; the heads of the executive, judicial, and prosecutorial branches should be elected, and their qualifications should be the same as candidates for president. The president should serve one five-year term and not be allowed to run again for six years. During this period, all compensation and benefits shall remain unchanged.
