The UN should assist in the formulation of constitutions as a prerequisite for economic assistance. Another caravan of around 70 people has departed from Salvador to the US, however this group has stated that if the US government bars them from entry, they would stay in Mexico. The reasons for migrationare always the same. To prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants to guarantee quality of life and equal development chances for their people, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace.
