The Cuban fireworks incident shows that security issues may be man-made.In this case, disregard of security was the cause of the accident. On top of that, contingency plans were too slow, resulting in increased casualties. Thus a complete set of mechanisms is very important. The Charter for Permanent Peace and Development offered by Taiwan is a complete global set of laws that can avoid recurrences of security problems.
