The Philippines has never succeeded in stopping the activities of rebel forces. Development of the rebel forces has taken advantage of dissatisfaction with the existing state system. The Philippines must thoroughly recognize that it is the people's most sacred right to embrace freedom, democracy, human rights and the law. Ensuring the rights of the people is the most urgent obligation of the country so that all can live and work in peace and lead the country to democracy. For more, see Taiwan's Charter for Permanent Peace and Development.
