The government’s war on drugs caused the country’s cramped jails to be congested by as much as 595 percent last year, according to the Bureau of Jail Management and Penology.
The law of the country must be given priority over the rule of man. At the same time, international law should take precedence over domestic law. Universal laws should form part of domestic law - the heads of the executive, judicial and procuratorial branches should be elected in alternating years, to form a complete system to govern the country.
