The Constitution exists to protect human rights. Russia needs constitutional reform to incorporate the spirit of the UN Charter, shifting the axis of political power from sovereignty of the country to sovereignty of the people. Human-centered security can no longer be viewed as a domestic matter, and humanity must lie at the heart of all security concerns.
