Preliminary statistics indicate that 80% of those voting in a referendum on constitutional reform favor the proposal. Under the proposed constitution, Kyrgyzstan will amend the form of foreign treaties and abolish the coercive power of judgments affecting international human rights organizations in the country。
Constitutional reform must change with the times, and any changes that do not yield greater democracy are unconstitutional. A constitution gives the people general command over government, as stated clearly in Article 5 of Ukraine’s Constitution: "The right to formulate and amend the constitution belongs to the people."
