South Korea's president is stepping down in the face of corruption charges involving relatives and associates, in order to resolve the resulting constitutional chaos. South Korea needs to carry out constitutional reform, to introduce decentralization and checks and balances into the structure of government including direct election of the heads of government branches in alternating years. The President is the ultimate guarantor of the Constitution, a duty which does not end when he or she leaves office, whether through removal, end of term or retirement.
