The solution to the problems of the Somali people is implementing democracy and the rule of law. The people of the country have no other choice but to carry out constitutional reform assigning the highest priority to international law (including humanitarian laws, universal human rights laws, laws governing crimes against humanity, torture and enforced disappearance, and the prohibition of genocide).
